Blacklock (“Lock”) Wills, Jr. serves as Chairman, CEO, and President of The Wills Group. In this role, Lock oversees the strategy, management, and successful operation of the company’s nearly 300 retail locations across the Mid-Atlantic region, including Dash In, Splash In ECO Car Wash, and SMO Motor Fuels.
Joe Wills is Executive Vice President of the Fuels Marketing unit. In this role, Joe oversees all of Wills Group’s branded and unbranded dealer business at 240 retail locations as well as major branded suppliers relationships, pricing, supply, and logistics for almost 500,000,000 gallons of motor fuels. Joe also provides direction for The Wills Group’s business support team focused on process optimization and creating operational business efficiencies.
Kenneth Halperin serves as Executive Vice President of Finance and Administration of The Wills Group, Inc., and Chief Financial Officer for the company. As CFO, Ken is responsible for the internal and external financial reporting, accounting, tax, information & technology, and risk management teams for The Wills Group.
Mr. Hankin was elected to The Wills Group Board of Directors in January 2013. He is President and Chief Executive Officer of Brown Advisory Incorporated, a position he has held since the firm became independent from Bankers Trust/Alex. Brown & Sons on June 30, 1998. He has spent over 25 years assisting a wide range of individuals and institutions with their investment and financial matters.
Julian Blacklock (Blackie) Wills is Executive Vice President of The Wills Group’s Convenience Retail business unit. The Convenience Retail unit includes Dash In and Splash In ECO Car Wash. Prior to this appointment, Blackie oversaw the real estate and development strategy for more than 286 locations across The Wills Group, including all of the company’s retail gasoline, service centers, convenience stores, and car washes.
Dr. Tuajuanda Jordan was elected to The Wills Group Board of Directors in 2018. She has served as St. Mary’s College of Maryland’s (SMCM) seventh president since July 2014. During her tenure, the Board of Trustees approved A Time for Rebirth, a new three-year strategic plan that builds on the College’s charter as Maryland’s only public honors college and the first of its kind in the nation.
Dr. Lewis was elected to The Wills Group Board of Directors in 1989. From 2007 to 2010, he was President and CEO of the Pennsylvania Academy of the Fine Arts. From 1983 to 1996, Dr. Lewis served as President of St. Mary’s College of Maryland. Under his leadership, St. Mary’s earned a top-10 value ranking from Money Magazine and was called “the best liberal arts college in the Northeast” in the U.S. News and World Report’s widely watched lists.
Mark Oliver serves as the Executive Vice President of The Wills Group’s Talent and People Operations department. In this role, Mark is responsible for leading the workforce strategy, which includes talent management, employee experience, change management, learning, professional development, and performance management.
Mr. Mitchell was elected to The Wills Group Board of Directors in 1996. He is the President of MSI, Inc. Mr. Mitchell serves as the Secretary for the Maryland Department of Health and Mental Hygiene (DHMH), appointed by Governor Larry Hogan on January 21, 2015. From 2004 until 2007, Mr. Mitchell held the position of Principal Deputy Secretary of DHMH. Mr. Mitchell previously served in the Maryland House of Delegates for three terms.
Mr. Owen was elected to The Wills Group Board of Directors in January 2010. He practices in the Washington, D.C., and Baltimore, Maryland, offices of DLA Piper LLP. Mr. Owen practices primarily in the areas of mergers and acquisitions, joint ventures, business transactions, corporate and partnership tax planning, real estate tax planning, and business and estate planning for closely held enterprises and their owners.
Mr. Pearce was elected to The Wills Group Board of Directors in 2017. He is the Founder and Managing Partner of Fabric Branding, a brand consultancy that’s mission is to redefine how brands can be powerful assets for business success in the digital age.
Craig Ruppert is president of Ruppert Companies, composed of Ruppert Landscape, which performs commercial landscape installation and management from 19 branch offices in the mid-Atlantic region and Texas and employs over 1,250 people; Ruppert Nurseries, a wholesale tree growing operation spanning more than 600 acres with over 65,000 trees.
Stephanie Reel was elected to The Wills Group Board of Directors in 2018. She is the Chief Information Officer for all divisions of the Johns Hopkins University and Health System. Ms. Reel was appointed Vice Provost for Information Technology and CIO for the Johns Hopkins University in January 1999. She is also Senior Vice President for Information Services for the Johns Hopkins Health System, and Senior Vice President and CIO for Johns Hopkins Medicine, positions she has held since 1994.
